Project Rocklin Questions & Answers Session

 

In the Q&A session, participants had the opportunity to ask additional questions about the project as well as provide any final comments for the project team to consider as they proceed. The project team was presented with questions by DeMaio, who monitored the chat box. I have listed the questions below with a brief description of each.

 

A: Did an Urban Interchange come into consideration? There is only one traffic signal required. My experience ranges from Phoenix to Portland in the west.

These are also known as single-point urban interchanges. One was not considered for this location due to its large footprint in the crossover area. Rebuilding the current bridge would be necessary. Consequently, the bridge would need to be doubled or even tripled in size, so the cost would be high. Furthermore, they do not work well if the interchange is highly skewed.

 

Are there any recent updates on how many students are actually on campus? The number of students has declined significantly in my business.

Students are still not attending campus to the same extent as they were before COVID. Due to the proximity of the stadium entrance, Rocklin Sierra College also encourages its students to use the Sierra College interchange. The Sierra College address has also been changed to Sierra College Blvd, so GPS will usually direct you to that other entrance. Additionally, 70 percent of students are now back on campus at the beginning of this year, according to recent data.

 

A: I live on Rocklin Road next to the Salmon and the little overpass, and homeless encampments are around.

Project-related issues are separate from that issue. Working with code enforcement and the local police department should be of assistance to you.

 

Pedestrians and cyclists need a safer way to cross Rocklin Road in these areas, as I agree. Can green-painted bike lanes be added before this project is completed for better visibility as vehicles merge onto I-80?

The space under there might not be sufficient at the moment. As confirmed by the engineering team, we don't have the space.

 

People dive over flyovers to commit suicide, which is an interesting problem. There are people who walk in front of trains. My experience as an executive RT gives us a lot of knowledge. Those who fly over our flyovers cannot do so.

There will be fencing installed to prevent that from happening. Fencing will be determined as we develop the design with Caltrans.

 

It is my concern as a business owner that is right there off I-80. How much will Caltrans charge me for the gas delivery etc? And how long will the project take? How will we acquire that information? What compensation is being offered for downtime in our business?

It has already been verbally agreed that Caltrans will take over the abandoned roadway (the Old China Garden Road), but will make it a right-out-only street. An environmental approval must be obtained before a negotiation can take place. Our strategy is to keep stakeholders and the public informed throughout the design process. In the event the Environmental Document is approved, we will be able to discuss right-of-way access.

 

What is the source of funding for this project? Does it come from the City of Rocklin or is Placer County also involved?

A: Its a combination. City funds are being provided by development impact fees. An Impact Fee Program is available through the Placer County Transportation Planning Agency (PCTPA). So thats $16 million. In addition to federal and state grants, the remaining amount will be funded by private sources. A final note on the sales tax measure.

 

In the past, a consultant claimed the eastbound side off-ramp going right would be in violation of the red light policy. It seems like going to the right where there is no traffic should be allowed.

There will be a Caltrans light that will operate at that location. The design has changed a little since the last meeting. Our right turn on red meets the requirements. Consequently, both lanes should be able to turn on red under the current design.

 

Can the bike lanes be used in both directions?

Traffic goes with the flow, so it's fine. To facilitate pedestrians and cyclists, we would design the trail between Granite Dr. and Agular Road with left and right pavement markings.

 

I am at the Rocklin gas station after Agular Road. Can left turns still be made?

Yes, the left turn access will remain.

 

It was about traffic conflicts at onramps and offramps at elevated crosswalks, particularly in alternative 2. Presumably, traffic should already be slower at these points, particularly with crosswalks. How will pedestrians be ensured that they have priority? Traffic calming would seem to be a good idea anyway.

The Sierra Foothills Cycling Club was concerned about this problem with Alternative 2. Due to the speed of traffic out there, we will not be raising the crosswalk. Those turning onto a ramp cannot be signalized due to the fact they will back up onto Rocklin Road. The turns (eastbound on-ramp) are designed to be less than 20mph.

 

Is this project being consultied by any companies?

AIM Consulting and Jacobs will handle public outreach, Fehr and Peers will handle traffic analysis, Wood Rodgers will handle surveying, and Bender Rosenthal will handle right-of-way.
